I see that behavior occasionally. I tend to intentionally avoid playing in games they have already joined in the future. Most of the games I setup, I try to keep the sides more or less equal and those types of pilots seem to shun those games.

The runner had very little he could do once he lost both speed and restricted moves. I suppose he could have flown around and burn up his fuel with you on his tail and then retire. I am not saying he was right in leaving, but I do understand the reason he left.
