Could you amend your system to count the number of each scenario used that has the title, 2011 Campaign Jan 17?
Can it also count the plane types that have been shot down?
You could then state in your weekly email how many of each scenario can be played, and that can be dictated by planes shot down and plane production.
Then the first few scenarios with specific planes that end that month count, others do not.
Would be unfair on players who create the game too late, or finish after everyone else, but it would mean that there is less reliance on new planes and pilots have to use the majority plane that is available.
So once the Snipe is in production, we had almost every player flying one - when in truth they had what they were given. So more SE5s are flown and probably less SSIII and SSIV too.
It would also allow obsolete planes to be removed from the scenario list.
This then allows for greater "historical" accuracy and new planes having a massive and instant influence on the campaign.
