Bill, I didn't think you are a programmer like me! Maybe that is why we managed to get through to Nick with those debugging games we did with exact steps to replicate the bugs. 
I have modem/line issue with my DSL 1.5 yrs ago. After much finger pointing I asked the provider to send me a Gateway instead. Since they own the Gateway they cannot blame my router anymore in the future.
Then about 6 months ago my DSL download speed went up and down. During the fast hours it sits at close to 5 Mps but it slow to 1 Mps in weekday evening. All of a sudden I lost DSL for a few hours but when it came back it stays constantly at around 6 Mps download and the usual 0.6 mps upload always. I pay for 7 Mps max with no download limit, no complaint from me.
