In my honest opinion, I think that if you are tailed by an enemy it is more important than tailing a friend.

Trouble should move first as the others react to him, and to be honest he should be more worried about not getting shot from the plane behind him.

This then sets everything in order, with the second plane that is tailed by an enemy moving next, followed finally by the last plane to move.

Of course it is unlikely that will happen as players play the game, they don't always play in the spirit of the game.
