actually, it occurs to me that since newstew is on fire, then I thought that he isn't able to do any tailing? So technically, shouldn't he move first?

Yes, he should, but it likely won't make a difference because phlictid is most likely tailing trouble instead of his engulfed teammate.

Someone in the game should send an email to trouble and inform him of the situation. He may not be aware of it because it won't come up on his games list after he selects who he wants to tail.
