What was the game numbers? Can you provide the links? Maybe we can spot a reason why he needs to chicken out.

One thing you can do with such players is to not play against them.
My understanding is if you never make your first move, the game is cancelled. So, next time he/she signs up to play against you, simply DO NOT move and the game will cancel itself before you give him a chance to surrender on you with the score tied at 0-0.
