Perhaps the problem lay in the Timeout limit as well. If it is set for 14 days, it is murder waiting.
A minimum requirement to join a Game should be set.
Victories? Games played? Any suggestions?

Perhaps the webmasters could set an additional option during the creation of the league. It would allow you to set a minimum number of completed games to be able to join. There could be preset options just like the "days to move" option. Perhaps you could have the options of 0 games complete, 100 games, 250, and 500.
Of course there are still a few slowpokes who have completed a large number of games so it wouldn't completely solve the problem but I think it would help.
