Maybe that's the key: something ratioing avreage daily connection time and number of active games.
E.G., let's say you need 1' to make a move (thinking, cheking other planes previous moves, etc.), that means in 1 hour you can play in 60 games. So you can join a game only if you have less than (average daily log time*60) active games, or a league if you have less than (ADLT*60-league games). Maybe this ratio could be multiplied times three, that is the minimum timeout allowed.
Is there a record, like "last login", about how long people stays logged?
Another way could be the "Moves in last 30 days" stat. E.G. Gugliandalf has 1154 moves in the last 30 days, that makes for (1154/30)=38 moves a day (times three = 115 games max), etc. etc.
I suspect the first method is more difficult to implement, while the second has the co that someone's total of moves is influenced by other players (a league or two with a "turtle" in could be a tremendous drawback for your average moves count).
