If you don't mind the extra work, you can create a password League instead. Put something like this in the description: "Please send me a message for the password". When someone send you a message, you can check their statistics to see whether they are active enough for you. If you know who you like to play against, you can send them a message with the password. I have done this once before and it worked out quite well.

However it will be much better if new players cannot join more than a couple of Leagues initially.
