I don't really think the offered tweaks are going to help much. The actual problem is traffic to the site. With no players, tweaking timeouts are not going to help. I doubt someone looks at the site and decides not to stay because leagues only have a two week window to start. That's already pretty generous.
To be very honest, extended timeouts to 90 days is likely to only make things worse. That's just extending a window out to a place where its easier to forget to bother checking.
I do not know what the solution is though. I'd be very curious what has caused this seemingly sudden dropoff.
I think one issue is the lack of open games to join. That gets people interested in playing and then eligible for league play.
Another is most players don't create open games themselves, waiting for someone else to do it. The same is even more true with leagues; not so many people post them, so there aren't all that many to choose from at any given time.
The lack of activity in the forums probably means most players never check in and see discussions such as this. Even the long-term players don't drop by all that often; I know I only look here once a week or so.
To promote the site, some could probably visit, or revisit, some other sites of related interest and post in their forums reminding or informing those users of this place.
