The brackets mean its a non-repeatable move. You cannot do 2 non-repeatable moves in a row. Only the 1S1, 1R1, and 1L1 are stall moves.

I read the rules but I didn't find something about bracket!!!
In English rules I read this:
Stalls: If you select one of the following moves, your plane will stall: 1S1, 1R1, 1L1. A stall may not be chosen if the previous turn's maneuver was a stall. You cannot stall twice in a row. Caution: being hit while stalling can be very harmful, please refer to the combat value table to see how much dangerous is can be.
But in Italian rules I found:
Stallo (Stalls):
La manovra di stallo è quella racchiusa nelle parentesi quadre (numeri 1,28,31 e 36) e non può essere eseguita consecutivamente nel turno successivo (non puoi stallare nella stessa casella più di un turno).
I try to translate from Italian the Bold Phrase:
Stalling manouvre is closed inside square bracket (number 1,28,31,36) and cannot be repeated in the next turn

In the complete rules (not the quick how to play rules) it says :
"Non-repeatable Maneuvers: The maneuver codes of non-repeatable maneuvers are enclosed in brackets (numbers 1, 28, 31, and 36). A non-repeatable maneuver may not be chosen if the previous turn’s maneuver was a non-repeatable maneuver."
Stalling is a seperate issue. Only a move with a 1 is a stall (L,R,S). Stalling is also not repeatable.
