Something strange in my league game n.295553

Why only my enemy obtains +3 for stalling target??

because you stalled (1R1 move),
but you're enemy didn't stall (28L2 move)

Stall is only a 1L1, 1S1, 1R1 move

28L2 is a restricted move, but not a stall
