Do I have to be Italian to get an average of 4 or better on my dice rolls?

I am noticing quite MORE frequently that Some nationalities get higher dice rolls, consistently, than others. I just got shot down for the Umpteenth time, where my opponents all with the same nationality, had 4+ rolls on their dice and I cant get over a 2! Even with a higher shot chart value! That truly SUCKS!!!

Just hoping that it is just coincidental...but it is just getting really aggravating!!!
