When we created Leagues, we inserted a new league flag in each scenario.
We started with only a few scenarios, to test this feature. We were a bit worried about the fact that some scenario could be too unbalanced for leagues, so we choosed to give to the Scenario Menagers the responsability to choose if a scenario was playable as a league or not.
To be short, if you want a new scenario available for league play, you can write your request to one of our scenario manager, Monkey Hanger or Gugliandalf. They are allowed to accept or refuse your request, depending on what they think about it. 
You can write them easily from the scenario list page http://www.youplay.it/play/bm_ScenariosList.asp , clicking on the mail icons beside the Scenario Managers' name
