for point a): the game now doesn't count fuel for the exit move. so, just to be out of discussion, the fuel must be 3 or less before the move. (when this little bug will be ok i'll change the rule).
for point b) & c) good suggestions. i'll use the same rules of easter tournament.
for point d) i'll think about it... i wish the players choose their starting point without know each other start... but, as u put it down, it's impossible to have this.....
