Unfortunately, this also applies to 'being an active player' or not. You cannot join a league until you have made a certain number of moves or finished a certain number of matches in a certain period of time. With the hiatus, getting the required number of moves/games can be quite hard, especially if you're playing only games where you get a single move a week or so due to the speed of your opponents...
