You could add a 'must have won 5+X games' (rather than just finished 5+X games in the last 30 days)- then you would get higher skill requirements too.
If you're worried on a personal level (for example if for whatever reason you didn't want to play in a league I play in) then setting up invite only games or password protected games and not handing out the password to everyone would be the obvious solution.

I think it may be that if you extend the number of games required that someone has to complete before they can join a league - they can do this by automoving.
Hence the problem isn't cured just delayed a short while.
I think it
is cured if you increase the number of games you need to have completed by the number of games in which a player automoves.
If you make it 'games with automoves' times 2 as the amount that gets added to the criteria, then someone who automoves in 5 games needs to complete 10, if he auto moves in 5 of those then to start with those 5 'automoved games' don't count toward the total required, and he now needs to complete a further 10 games. If by accident you automove for a few games then you can get back to being allowed to join/start leagues but basically automoving is discouraged.
If you make it that (a non dead plane) that does not run their second turn in a league counts as automoving in every game of that league (that aborts). Then if there were 9 games ruined then you now need to 'complete' 18 more games without automoving before you can start in any more league games.
and 'completing games' need to be set to only include those finished with honour (unless you have a rudder jam/must go straight), otherwise a player who needed to complete 18 games could join 18 games and fly straight back off the board in all of them.
I did wonder whether to make it that you must have 'won' 5 + X games in the past 30 days might be the best solution, it gives a skill criteria for leagues too.
