Have seen that recently.
Say when I'm in winning position (like 1st SOL vs crippled frigate), losing player starts to spam Offering Draw.

Since draw can't help him with Win/Games ratio, this looks offending. Effectively he saying "I'm losing, but want screw your wins too"

I suggest to remove that option, since game can handle draws itself (like when last ships sunk themselves in same round).
Or provide some Decline option.
