There are already 2 stiff penalties and in the examples you brought, you would not force a win or a draw either.
(Game points) First penalty:
You get your points halved. This usually prevents you from getting the "game win" (name highlighted in yellow, +1 game won in statistics).
Obviously if you have more than double points compared to all the rest, you still win even after the penalty..but in that case, either you're so ahead of the rest that you deserved that win anyway (like the 83-36 lead you had) or you're fleeing after a good 10 points shot after the very first few turns.
In this latter case, well it's someone who probably extremely cares more for "wins" than having good battles so I guess that you'd just do better by avoiding him

Even with harsher penalties (which would punish even further the innocent ones going out for rudder jams), he would probably also do the "I get 2 point advantage and then fly away for all the game" so you wouldn't get a fun game anyway

(League points) Second penalty:
You cannot "force" a win by retiring.
In your 4vs4 example, even if side A player doesn't retire and gets killed, his side will STILL win the game, because side A has 2 planes left (the honourable ones), while side B has only 1.
The only things that change, is that if he flees dishonourably, he doesn't get the plane shotdown penalty (-1) and the opponent doesn't get the killed bonus (+1) - (assuming that he would be able to shoot him down of course).
So yes, it changes the score, but not the overall win.
Someone said that in your game you could have retired and get a Marginal Win. He was wrong, if you had retired (without honour), your side would have 0 planes left on board and your opponent would have scored a Strategic Victory.
So, no, you can't "force" a win with a dishonourable exit when your don't deserve it.
Game point wise, you need at least twice everyone else points, so you would deserve it someway (except in some first turns cases).
League point wise, you can only get a victory after a dishonourable retire if your side was so already ahead that having your plane shotdown or not counted in the map doesn't matter - so you deserve the win in this case too.
Still, I agree that one might call for stiffer penalties to avoid the "first turns trick" and the "I deny you the kill" cases.
I wonder however how frequent are these cases and if it would solve the problems, given that it's probably more of a matter of "playstyle" if someone uses those "tricks"

Last thing, WS&IM map is dynamic, so maybe the "solution" would be to make BM map dynamic too

... but believe me I bet those same players would fly north forever so that you don't catch them once they have 1 point advantage
