It can make a real difference if you are locked together with an opponent who is on one hull box. Do you fire or melee?

Firing takes place first. If you are SURE that you can sink an enemy ship that you are fouled/grappled to (or if you ARE the ship that is about to be sunk), there is no reason to assign crews to melee.
