My individual position on the issue is that the 'time structures' currently in place work pretty well. I would definately classify myself as a "Daily Player" but even so, occasionly family matters, DSL problems, etc. will keep me off-line. To help you find those players who are frequent players you can use the "comments" section in Game Setup to try and recruit them. In the past I would see the request made more frequently than lately.
Over time you will also learn the players who spend alot of time playing and you can challenge them by name. That's fine for 1:1s but the larger the scenario the more likely you may find someone that dosen't keep-up.
That's a reason I rarely play "League Games".
Things have improved with the changes, not too long ago, with how the Auto Move process was speeded up.
