I've noticed for some time that in a player's "Active Games List" in games that you have been shot down but the game is still ongoing, the "Action" column will either say you are 'Shot Down' or 'Out'. I don't understand the difference.

Shot Down is what it reads for a turn or two after being shot down. After that, it reads Out. This way, it is highlighted to you which games you were recently shot down in.
