Is this right? I thought the city counts determine the winner in a tied game.

I think the idea is that the number (not the score) of cities+harbours in active regions counts for victory. That is 11 each in that game, if I'm correct. As usual, in YouPlay, in case of a tie the toss a coin determines victory.
