This would be my logic for a tail loop.
1) The tail loop must have exceeded the move limit days for the game involved.
2) Any plane tailing a teammate loses his tailing ability on that 1 turn, thus ending the tail loop and still allowing tailing information on an enemy plane and a tailing bonus if you in fact shoot at him that turn.
Not sure how difficult it would be to program that process but I think it would result in the most fair way to resolve the stalemate.
