Yes, the surrender by immobility requires the firing ship to be of a larger class (SOL 1 vs SOL 2) than any and all supporting ships (within 10 hex range). If there were no supporting ships, then even a tiny Frigate can force the surrender of the mightiest SOL 1 by immobility.

The rule is correctly adjudicated in your case, as all ships are SOL 2s and the immobile ship has a supporting ship within 10 hexes.
