People have asked this many times here and turned down by the webmasters. For sure, you will shoot at whoever you tailed if that is a valid target. Other than that it is random as far as I know.
You always fire at the highest target value. If it's a tie you randomly fire at a choice of targets. As far as I can see both targets were of equal value. So it was just dumb luck that you fired at Captecoli.
