If you are playing under basic rules, then you are probably in the transfer boarding party phase. You don't see any options because your ships are not in a position to use boarding parties (it is likely that someone else is). Just click "move my ships", and once everyone has issued boarding party commands, the game will advance to the combat (fire and melee) phase.
There is a box in movement command window that says "Skip TBP Phase". Always leave it checked unless you plan to use transfer boarding parties. If opposing ships become grappled or fouled, the transfer boarding phase will automatically occur. Otherwise this phase is skipped over.
