I think you can, though I'm not sure about player surrenders. If you're fouled or grappled, you should get the boarding parties window. If not, uncheck the "Skip TBP phase" checkbox (while grappled or fouled). If that doesn't work, report back... maybe you can't do that.
I've tried and the system won't allow me to TBP or OBP to a friendly, crewless ship.
