A question - you stated in the rules that depending on the number of pools, you would have to move to the next round some second place finishes. The problem I see is that, how can you determine the best second place finishes, until all the pools are completed? Just a thought.
I sort of thought that perhaps you were now amending things and taking the top two finishes in each pool. That would make sense though, the top 8 finishers in the 8 pools, could have then been lumped into two pools. This way, it seems more of a tournament, that is two from each pool, to qualify for the next 4 pools.
