maybe he don't read often the forum

Reading the Forum was how s/he found out about the tournament and signed up for it. It's fair to expect a follow through in the same communication channel.

I have sent 2 e-mails already. You are welcome to send another. I also have noticed that Kat has logged on several times in the last 4 days so he/she has had plenty of chances to join. I also created a lopsided challenge game with the message "REFUSE THIS GAME! PLEASE JOIN YOUR TOURNY GAME." The game was refused but Kat has yet to join the tourny game. Not sure I can do anything else I havn't already tried.

Sounds like a forfeit to me.
