If you look the shot was on column 0. Anytime a plane has a shot the program does the calculation for column. The last check is for gun jammed. If you look the last word is jammed. That resets the column to 0 preventing the possibility of damage.
As for the movement restriction I can't see your fuel or allowed movement so I can't see whats wrong. If you have no fuel you will have exactly 3 moves avaliable.
