The victory points are correct as explained in the in-game comments.

Basically the Allied faction won because it had a bigger fraction of its planes left on the field (or retired honorably), so they got 3 points for a Tactical victory each.
Pilots who shot down a plane got an additional point.
Pilots who lost the aircraft suffered a -1 penalty.
The best pilot in each faction gained an additional point.
