Yes, but that's not how you can evaluate if the scenario is balanced. I can win the 5-ship scenario with the Romulus only against an idiot who has no clue about the game. That doesn't tell me anything if the scenario is balanced in the first place. You have to increase the sample size: Take all players of this website and let them play against each other that particular scenario. Evaluate the outcome. That should tell you something.
Or, play ten games against a player of equal skill. Switch sides after 5 games. If the outcome is 50-50, it's balanced.
I for myself look at the ships and decide that this scenario is too boring to play the English and too frustrating to play the French.
