I know there ins't a bug. But I don't know how call that. In original game (I try to remember) there is a rule to say who go first.
In all case the game don't compare as "play" but still "tail" so probably is forgotten. I found that becouse I notice there was a lot of time without movement, in other case I don't know I have to play.
If there is a rule (also with random choise), the program may set as "play" the game at the phase player and count for automove. So the game is never forgotten.
I would suggest that the player tailing his own teammate be the first to move.
