Well, I don't think your request can be granted. Its more difficult to hit a duck moving left to right - you have to account for that movement and shoot accordingly - this is shooting with deflection. Compare this with shooting something traveling directly away from you in a linear path, and the shot is much more easily accomplished. Being able to maneuver your plane so you are directly behind facing the same direction offers the best shot and deflection should be deducted for. I think the rules have it right here. Best of wishes.

That's not the point. The point is that in the board game everyone moves, and then those who have a chance to fire at an opponent do so. At that point in time they can choose whether to fire a short, medium or long burst based upon the circumstances present.

Here, for reasons of speed and efficiency, I presume, the pilot chooses what kind of burst they would like to fire at every hex distance before their move is executed. As such, the pilot does not necessarily know if they are going to have a shot with or without deflection at the time they select their move and the pilot is forced to accept whatever kind of burst length they preselected for all zero, one, two and three hex opportunities, with deflection or without.

I just think that it would be nice to have the option, for example, to fire a long burst a one hex range without deflection, while also being able to fire a meduim burst at one hex range with deflection. This acknowledges your point that it is harder to hit a moving from side to side and my point that a pilot may not wish to risk jamming his guns on a "tough" shot, even from just one hex away.

Well, at first I thought you were rather new to the game and you did not express things that way. I actually thought you didn't understand deflection per se - so sorry about that. When we used to play this with minatures I suppose you are right in that you made your choice after everyone moved.
