I always looked at it as GDW's attempt to introduce a little variance in 'altitude' to the game. I felt they viewed the closer enemy slightly below your line of flight, where if you shot at him you blasted your own tail; and the further enemy being slightly above your line of flight where you can reach him without 'friendly fire damage'.
