Are you saying that the randomizer shouldn't be allowed to give a "4 Tail" to any plane with only 4 tail boxes? I think that might be hard to program and wouldn't that then be undermining the purpose of a "randomizer"? Or perhaps we should do away with the "4 Tail" chit all together? That would probably be the easiest way to not have that happen again either on turn 1 or turn 18.
