I do the exact same as you - long burst for a hex range of 0 or 1, and short for 2 or 3....as you say, it reduces jams when shooting from long range (because you're less likely to get a good then anyway).
You could argue that by using that method, it gives you a much higher chance of killing at close range when the odds are in your favour....
....but what if you reversed it and fired long bursts only at 2 or 3 range? that way it compensates a bit for the long distance modifiers!
I do vary the burst length though if I've lost a gun, lost my engine etc...basically when I know my time is precious because I'm about to be shot down by someone! It could make the difference between life or death!
