Another thing you need to keep an eye out for, which has happened in other tournaments that I have participated in, is providing an option to leave under any circumstances without penalty.
For example, in one tournament, a plane is allowed to leave if no fuel without penalty. Match victory was predicated on kills/points. On a couple of occasions, a pilot or team of pilots, in the second game of a two game match, as soon as they figured out that if they played "keep away" and then retired with no fuel, they would win the match and move on to the next round.
So, these pilots would scream around the map at high speeds, burn up all of their fuel, avoiding any and all combat, and time their exit to coincide with the last few drops of their fuel, thereby prevailing in the match as a whole and moving on to the next round.
If the point is to have fun, what fun is there in this situation for the losing team? The losing team essentially played one game for keeps, lost, and was denied the opportunity to get back on top in the second game because the other team refused to engage.
All I am saying is that some pilots/teams will scrutinize and interpret the rules very, very closely and literally and will look for opportunities to exploit any loopholes, rather than concentrating on Rule #1: to have fun.
