While your idea has some merits, I think it raises serious problems. I believe that no kind of "experience score" can be used in the non sequential game system used on youplay.it.
As an example, your method will encourage a too cautious way of flying, and probably will praise people who don't fly too many games at once. Furthermore it can create "too strong" pilot (the "Range" ability is just an example).
And I don't even want to think about people who will cheat or play umbalanced "newbie bait" scenarios just to raise his experience/abilities.
Anyway, as I told before, while experience is not a good idea on youplay.it, abilities can still be used. Scenarios with predefined abilities can be an interesting idea. For example, runner vs. runner one-on-one scenario can be a lot more of fun if both pilots have the "acrobatics" skill. Abilites can be used even to "rebalance" some scenario. As an example, in SSDIII vs. SE5a, the scout will have some chanche more with a skill or two. Or, there was a scenario (now removed) with a single snipe against for Fokker DVII; maybe is the Snipe had some ability (+1 of fire value and no-deflection) it would not be so unbalanced.
Just an idea...
