The lack of players may due to people is on long holiday. Leagues is setup away from regular game opening is because we want people to think twice before joining. As it involves joining mulitple games at one time.
2nd option is quite good. Let me proposed to Webmaster

Holiday is only part of the reasons. It depends on scenario and number of players each side. Then who else is in it.
If its the Havana or Gibraltar scenarios. Either its 1 vs 1 or 3 vs 3.
For the smaller ones we prefer the 1 vs 1 as they go faster.
If it is 1 vs 1, it will depends on who else have joined. There are few strong players who will scare other veterans (like me) away since I know I will have no chance to win. Therefore I will wait to see who join first.
Number of active games is rarely the issue. For me anyway. WSIM games take more effort than Blue Max.
