I disagree with your opinion though. I often find it useful to spot 'safe' places to put my pawns. e.g. I can play to the last dagger with impunity, as there are no daggers in other players' hands.
You are right, but so many times when I plan a move one of my opponents make a move than vanify my idea because he had another plan. My opinion is that 2 players Tortuga games are the most tactical games but the tactis disappear when there are too many variability. Not to say if only 1 of the players don't look at other hands and plays a Tortuga game like it was a Jamaica one.
