It seems like a bug/odd ruling given that they can't shoot back.
It might be tough hanging around waiting for your rear gun to be shot off so you can retire.

Interesting question; I have no idea on that as I don't fly two seaters much.
In any case, I rarely give the formal rules of retiring with honor much thought; if I feel the situation warrants fleeing to fight another day, I'll leave, regardless of fuel and/or damage status.

A dead observer is the same as a gun destroyed and so it would be both an honorable and wise retreat.
