Currently there is a scenario creating tools, but it can only be used by our Scenario Managers (Monkey Hanger or Gugliandalf).
We did it this way to avoid that someone creates scenarios too unbalanced. Actually everyone can suggest a new scenario to a Scenario Manager and, if it is interesting and well balanced, you will see it implemented really soon.
We choosed to demand the scenarios creation task to Monkey Hanger and Gugliandalf because they are really competent and we are very happy they volunteered to help us (btw: I think this is a very good occasion for me to thanks them again for their hard work  )
