Souverain is not a surrendered ship, it is just a ship were the crew has been killed. As such, it is still a valid target (one might want to properly sink it to avoid new crew boarding it).
Even if your opponent keeps firing, the game will not go on forever: there's a limit of 200 turns.
After that, your team will win because it has more points.
