I repeat my preceding proposal: make squadrons official, and name one pilot who is "responsible" for all the other pilots' behaviour: that is, s/he must keep an eye over the members and kick them off the squadron if they violate the basic rule. I would even consider it reasonable for one pilot (=account) to belong to more than one squadron.
When opening a game, you can specify which squadrons can/cannot join the game. Of course, the "everyone can join" setting would have to be the default. |
