the fire/smoke routine seems to have some problems, besides the fact that you reported, you should be warned if the fire was estinguished before the end of the turn but in game 113026 it didn't. My opponent fire was declared to be estingished in turn 8 in which he was able to shoot at me whlile you the fire can be estinguished only after you have shoot.
