The player who's supporting Youplay.it for the current year wins. If either the players are supporters, wins the player who donated more money.

Well, I like both of those answers better than the one which said "randomly."
We have all written or read a lot about winners who have the most points and either: a. leave the board with fuel but against bad odds, or b. are shot down but still have the most points at the end of the scenario.
I can understand the problem of trying to program to cover those things. Or if the game ends tied because both players have shot each other down the same turn-- or left the board the same turn. But how hard would it be to give the "guy who owns the sky" a win in case of a tie? Okay, not many ties happen. Shouldn't the "last plane flying" get some bonus in points? Might encourage people to fight on a bit longer.
