As it's stated, I can't agree.
I think that we don't really need to penalize coward pilots, rumors are quite useful to avoid them. Fun, honour and fairplay are definitely more important than stats, and I don't mind if an enemy retires cause is a coward who wants to catch an easy win ... he's just a poor pilot, and a poor man. This is his problem, not mine.
Anyway I understand that some of you are more interested in stats than me, so if you want to put penalties for coward, remember that there are a lot of reasons to retire:
Low fuel
Heavily damaged plane
No machineguns left
Strongly outnumbered situations
No one of these reasons deserve points penalization, because they are common also to a good and respectable pilot.
My idea, maturated with the experience of our tournaments, is that you should avoid penalization for pilots who exit from the RIGHT side with:
less than 3 points of fuel
one section damaged more than 75%, or all sections damaged more than 50% (you could modify these values, this is just what we used)
no machineguns left
Moreover, you should consider (we didn't) the outnumbering factor ... this is more hard, but you should find a solution even for that if you want to add penalizations.

I remained alone on a Pfaltz D.III against a Snipe, a Bristol, an S.E.5a and a Camel on turn 7 !!! Should I have been penalized if I'd exit? I don't think ... anyway I didn't reach my border.
Halving the points is a good penalization. I think you should also consider heavier penalizations for who exits from the wrong side (e.g. counting him as shot down, or giving him a 0 points score)
