I agree that it seems correct by the rules.

Looks like another candidate for a house rule at some point. If you are just lying there because the wind is too weak for the amount of sails you have up, nothing prevents you from putting up more.

How to formulate such a house rule could be a bit tricky, but I guess that is a question for another day, then.
